President Donald Trump’s revived tariff proposals are raising alarm among U.S. chocolate manufacturers, who warn that the measures could hand a competitive advantage to rivals in Canada and Mexico.
The proposed tariffs on key imported ingredients—such as cocoa, sugar, and dairy products—would increase production costs for American confectioners, potentially forcing them to raise prices or scale back operations. Meanwhile, chocolate makers in Canada and Mexico, which benefit from different trade terms under existing agreements, could avoid the same cost pressures.
“Tariffs like these distort the market and put American producers at a disadvantage,” said a spokesperson for a major U.S.-based chocolate company. “We’re facing higher input costs while foreign competitors can continue to operate under more favorable terms.” 
Industry analysts say the policy shift could accelerate offshoring of chocolate production or increase imports from neighboring countries, especially if U.S. firms are unable to remain price competitive.
The National Confectioners Association and other trade groups have urged policymakers to reconsider the tariff plans, warning of job losses and supply chain disruptions in an industry that supports tens of thousands of American workers.
While Trump and his allies argue the tariffs are necessary to protect domestic industries and correct trade imbalances, critics counter that they risk backfiring by hurting U.S. businesses and consumers alike.
